Head of Communities and Housing for Aberdeen City Council, with responsibility for Housing management, strategy, property factoring and private sector housing including landlord registration and HMO licensing. I also have lead officer responsibility for community and emergency planning, and protective services.
I previously worked for City of Edinburgh Council in a number of services including Trading Standards, Licensing, Community Safety and Environment, and Family and Household Support.
Dowbrae Property Consultancy
Robin has been at the forefront of the Build-to-Rent market in Scotland since 2012 when he introduced the concept at Grosvenor’s Springside development at Fountainbridge in Edinburgh. Following a trip to the USA in early 2013 to better understand their equivalent market, Robin returned with an energy and enthusiasm for the sector which saw him lead a successful planning consent for a mixed use project anchored by 400+ build-to-rent units at Springside. He has also been instrumental in raising the profile of Build to Rent in Scotland, both in terms of introducing the concept to the industry, but also in the political arena around planning, promotion of the sector and tenancy reform.
Following the successful sale of the Springside site to Moda Living in early 2017, Robin set up Dowbrae Property Consultancy and splits his time between leading the development of the £250m mixed-use scheme, The Haymarket Edinburgh, and consulting on Build to Rent.
Head of Housing and Regeneration
Glasgow City Council
Patrick Flynn joined Glasgow District Council as a housing officer in 1981. He joined Scottish Homes in 1991 and subsequently held a number of senior positions in that organisation and then in Communities Scotland and the Scottish Government. He rejoined Glasgow City Council in April 2011 and is the Head of Housing and Regeneration Services.
Chief Architect, Planning & Architecture
Following graduation from Edinburgh University School of Architecture in 1982, Ian worked in architectural practice for a number of public sector organisations (including the London Boroughs of Ealing and Haringey) as well as in private practice. He has also worked in community design units in Wester Hailes, Edinburgh and Drumchapel, Glasgow. Between 1994 and 1999, he worked for the Scottish Arts Council on its Capital Arts Programme funded by the National Lottery. Ian joined the then Scottish Executive in 1999 as a Senior Architect in the Chief Architect’s Office, became a Principal Architect and Head of the Architecture Policy Unit in March 2002 and became Chief Architect in 2006.
Ian works within Planning and Architecture Division and has responsibility for the development and implementation of ‘Creating Places’ the Scottish Government’s policy on architecture and place. He advises Scottish Ministers on architecture, place-making and the built environment and liaises with other Directorates in the Scottish Government, the architecture profession and external agencies. Ian has been heavily involved in the housing and community engagement themes of the Planning Review process over the past year. Ian has been involved in architecture education for over 25 years and is currently a Visiting Professor at the Department of Architecture at the University of Strathclyde. He also works as an External Examiner for the Architects Registration Board (ARB) and has been an External Examiner at the Canterbury School of Architecture.
Scottish Futures Trust
Barry leads the executive team in delivering its remit of improving value for money in infrastructure investment and asset management in Scotland. Currently heading programmes investing in Scottish infrastructure across road, health, and education projects, SFT is also deploying innovative financing techniques, including TIF (Tax Incremental Finance) and GAM (Growth Accelerator Model), to support economic investment in Scottish cities and wider communities and to deliver new approaches to provide affordable homes. Barry’s team leads on the implementation of the ‘World Class 2020’ programme – Scotland’s digital vision as well as collaborating throughout the public sector to ensure that buildings occupied, owned and put on the market are managed effectively. Barry has more than 20 years infrastructure experience and was previously the Managing Director of the UK arm of a major European infrastructure investor and developer. He also has served in the Army which he joined after graduating in civil engineering from Edinburgh University.
Partner, Communication Design
HTA Design LLP
Lucy is a Partner at HTA Design LLP with twenty years experience within the design industry. As Partner responsible for Communication Design, she is responsible for all visual brand output of the practice, as well as managing the project portfolio and client relationships for the graphics team. The purpose of the team is to communicate ideas relating to the built environment through high quality, creative and engaging channels. Lucy has developed the way in which community engagement is undertaken at HTA, with innovative design-led engagement programmes delivered for numerous projects including the former Queen Elizabeth Children’s Hospital redevelopment in Tower Hamlets, Aylesbury Estate Regeneration in Southwark, Canning Town Public Art in Newham and at Assemble & Join - a s106 arts and engagement project, bringing high street manufacturing to local communities. She has worked for a number of years on Build to Rent projects with a range of clients, specifically looking at user experience of spaces, wayfinding and narratives within buildings, and how brands can impact on the quality and success of places. Lucy is a founding member of HTA’s Diversity & Inclusion team, specifically focussing on female representation and with HTA’s LGBTQ+ group incl.usive which both aim to promote diversity across the practice and within the built environment.
Rebecca is a chartered surveyor and joined PfP Capital from Grainger Plc where she was Head of Grainger Trust. At PfP Capital, Rebecca is responsible for the strategic direction of the business, with a specific focus on investment. Rebecca is in charge of investment across all of the PfP Capital funds including, PRS, BTR, Scottish Mid-Market rental and Retirement. She prides herself on her ability to deploy capital through relationships with UK housebuilders, developers, land owners and agents to secure off-market schemes.
Iain Murray MD of LIV Consult comes with a Facilities Management and Lifecycle pedigree unrivalled in the market. Initially studying architecture Iain entered the FM industry in 1991 and in his time he has covered every aspect including holding the office of Chair of the professional body for FM in the UK the British Institute of Facilities Management and Deputy Chair of Global FM the international professional body. Iain spent time in the healthcare market with Highfield Group investing £39m through building and operating 68 healthcare facilities across the UK before joining Gardiner & Theobald to start GTFM. Gardiner & Theobald Facilities Management led the PFI market delivering over £8bn of FM and Lifecycle advice covering Schools, Hospitals, HSE HQ, MOD HQ, HMT HQ and the Cabinet Office. Iain entered private practice in 2005 and has been consulting on FM & Lifecycle through his own vehicle Principle Consulting since. In 2014 he spent a year inside Criterion Capital delivering their Miflats branded PRS operating vehicle, FM operating model and Lifecycle, including working with Macquarie Bank on funding for the 5000 PRS unit pipeline (Criterion re-financed their portfolio for £1bn in 2015). Iain is already recognised and respected in the PRS sector as an innovator and leader and has spoken for London First and Movers & Shakers at the PRS Forum in Edinburgh and London. Iain is developing LIV Consult into the leading FM and Lifecycle consultancy in PRS and he well on the way to achieving this already. Current commissions include the FM & Lifecycle advise to Lendlease, Moda Living, Scarborough Group and several significant Investors in the sector including M&G Real Estate.

Scottish Futures Trust
Andrew spent seven years working for a small merchant bank as a financial adviser and investor in infrastructure projects. Since 2009 he has worked for Scottish Futures Trust where he has had responsibility for sourcing and negotiating financing across several workstreams – especially the hub programme, the NPD programme and housing activities. On the latter, he was heavily involved in the set up of the LAR Housing Trust (a new charitable organisation for mid-market housing) and has been supporting Scottish Government’s efforts to promote the build to rent sector.

With over 28 years’ experience in property development, Lee has previously held the role of Development Director at both Scarborough Group International and Urban Splash, before joining Moda Living in July 2016 as UK Director of Developments. Moda Living is the UK’s leading build-to-rent developer and operator with a development pipeline of 6,000 apartments and a GDV of £1.3billion. Taken on board to help with national expansion, Moda now has sites in Manchester, Liverpool, Leeds, Edinburgh, Birmingham Glasgow and London.

Fay Chester is a consultant and talented implementer of real estate software systems with over 20 years of industry experience. Fay began her journey at Yardi Systems in 2007 as a Professional Services Group Consultant, working on investment, asset and property management projects spanning numerous asset classes including residential, retail and the commercial office space. In her current position with Yardi, Fay plays a fundamental role in aiding clients across the UK, Ireland and Europe, helping them find the best solutions to fit the business needs. Rick de Blaby is Executive Deputy Chairman of Get Living, the UK’s leading owner operator of private rental homes, with 6,000 homes under management or in the pipeline across the UK, including sites in London, Glasgow and Leeds.
Managing 1,439 homes at East Village E20, the former London 2012 Athlete’s Village, the company has developed a revolutionary model for rental housing. Get Living is the only landlord that doesn’t charge fees, does not require a security deposit and offers longer three year tenancies, with a resident-only break clause, to give security combined with flexibility. Within tenancies, annual rent increases are set at CPI. From first viewing and throughout a resident’s stay, Get Living is responsive, flexible and attentive.
Rick has over 37 years’ experience in development and investment in both the residential and commercial sectors and has a particular interest in regeneration and design. Rick is also Non-Executive Chairman of Miller Developments, Non-Executive Director of Altitude Real Estate, Non-Executive Direction of Curo Housing Association and Chairman of the Kinetic Foundation Charity. Prior to Get Living, Rick was CEO of United House Group and prior to that, CEO of MEPC.
Joshua is a senior researcher at GVA Apleona and leads on work relating to the residential, development and alternative sectors. He has undertaken a number of studies on residential demand, supply and market performance at both a national and local level, including extensive research for a major developer to inform their BTR investment strategy. He has an extensive background across the property industry. Previous roles include working at the cutting edge of real estate investment analytics at MSCI IPD and with two major London developers, particularly focussing on research, market intelligence and viability assessments for a range of residential schemes.
City of Edinburgh Council
Andrew joined the City of Edinburgh Council as Chief Executive in July 2015. He began his local government career with Falkirk District Council. His 32-year public sector career has since included more than three years at Birmingham City Council and North Tyneside Council, where he was CEO from 2005.
He was appointed Chief Operating Officer of Cardiff Council in March 2012 where he delivered a £900m joint venture in waste management. He has led transformation programmes in his last three authorities delivering more than £100m worth of savings. Andrew’s most recent post with Cornwall Council saw him lead a programme to deliver £196m savings over four years. One of Andrew’s achievements in his previous role was successfully negotiating a Devolution Deal for Cornwall – the first rural authority in England to be offered one.

I have had experience of both academic and market based research, and have held posts as Head of Real Estate Research and Strategy for Scottish Widows Investment Partnership (SWIP, now part of Aberdeen Asset Management) and Head of Property Research for GVA in Scotland. I am currently eaching and undertaking research at Heriot Watt University with Honorary Professorial status. My research interests include the impact that behaviour has on market trends and developing adaptive models that take account of changing property market structures. I have published in a variety of journals and magazines and am in the process of joint authoring a book on the global financial crisis and its impact on UK property markets. I am a member of the Investment Property Forum’s research steering group and Chair of a Scottish Government Working Party aimed at encouraging institutional investment in the private rented residential sector in Scotland.

Mike’s previous roles have included; Assistant Chief Planning Officer at Glasgow City Council and Director of Planning & Transportation at Dundee City Council. He has been the Director of City Development at Dundee City Council since 2009.
His professional interests are focused on; urban design and maintenance of the built form and public realm in our towns & cities; urban regeneration; urban liveability involving the creation of liveable mixed-use, mixed-tenure communities; and the establishment of good & positive working relationships between the professions and between the public & private sectors in order to improve the process & product of urban development & management.

Becoming Homes for Scotland (HFS) Chief Executive in February 2016, Nicola Barclay has direct responsibility for managing the Executive Team, delivering business strategy and meeting the wide-ranging needs of member companies.
With a career spanning over 20 years in the home building industry and stretching over sales, land acquisition and planning, Nicola is ideally placed to take the organisation forward at what is a pivotal time, not only for the organisation, but also for housing in Scotland in general.
Previously HFS Principal Planning Advisor and Director of Planning before becoming Chief Executive, Nicola’s experience also includes working with Scottish Futures Trust as well as with a number of house builders.
A graduate of Heriot-Watt University, Nicola became a Chartered Member of the Royal Town Planning Institute in 1998 and is an active member of Women in Property.
Nicola currently sits on the Scottish Government’s Joint Housing Policy and Delivery Group, and chairs their Home and Place sub-group. She also sits on the Government’s Financial Innovation Advisory Group, as well as sitting on the CITB Scotland Committee, the NHBC Scottish Committee, and the Consumer Code Advisory Forum.

Alastair Carmichael is a real estate finance professional who focuses on the appraisal, structuring, funding and implementation of BTR schemes nationally. Alastair is presently working with a number of developers, investors and government departments to help them establish their BTR platform. In addition to Alastair’s BTR work his background in banking across Europe gives him access to a range of funders and investors, thus he is well placed to arrange finance for any real estate project.
Senior Consultant Planning, Development & Regeneration
Richard Slipper has worked in 3 local authorities and he then led on larger projects for a commercial property advisory firm in London and Edinburgh. He joined GVA in 2003 and is Senior Director with the Planning, Development and Regeneration team in Scotland.
Richard has 25 years’ experience in urban planning, working in public authorities and in consultancy. Richard has recently handled residential planning projects totalling more than 5,000 units, including large build to rent elements, retail projects totalling more than 200,000 sq metres and various mixed use, infrastructure and energy projects.
Richard has been a consultant advisor to Scottish Government on infrastructure and development issues and to Historic Scotland and Scottish Futures Trust on redevelopment of sites with heritage challenges.
He has contributed to planning reform debates and retail and town centre issues in Scotland. He has spent 3 years as a business advisory board member for PAS (planning aid) and helped to form the Edinburgh Planning Concordat and sits on the Edinburgh Development Forum.
Richard is a contributor to the Scottish Property Federation and provides advice to Edinburgh Chamber of Commerce Developer Group and he gives occasional urban development lectures at Heriot Watt University.

Matthew graduated from Oxford University and began his career with Morgan Stanley, working in international finance in London. Matthew then established his own consultancy business focused on the structuring and planning of high quality residential and leisure projects before joining Rettie & Co in 1998 where he has overseen the expansion in Land and Development, New Homes and Research teams. More recently, he has been working closely with the Scottish Government and regeneration agencies south of the border to look at new ways of stimulating house building and delivering mixed tenure affordable housing in this low grant environment. Matthew developed much of the thinking behind the National Housing Trust initiative and has been developing parallel private sector led initiatives. Matthew is also Chair of Ectopharma Ltd; and on the board of Springfield Homes, the Edinburgh Arts Festival and Project Scotland, the volunteering charity, as well as being a member of the Advisory Board of Kleinwort Benson Private Bank.

David started his career in Construction and Property. In 1990 he jointly founded and was a Joint Managing Director of the Salisbury Consulting Group; he sold his interest in 1995. In 1996 he formed Business Vantage, a business and research consultancy which specialises in property and construction and advises major UK plc’s.
David is the Founder Director and Chairman of Movers & Shakers formed in 1996 the UK’s most successful and popular networking forum.
He is also a Founder Director and shareholder of Stonemartin plc, an AIM listed serviced office business; founded in 1999.

Head of Innovative Housing Investment
Barry Stalker is the Head of Innovative Housing Investment for More Homes Division, at the Scottish Government.
He leads strategic engagement on Build-to-Rent and has been pivotal on progressing this agenda for the past 4 years, including as a member of the Homes for Scotland Working Party. Prior to this, as Head of Private Rented policy, Barry authored the Scottish Government’s Private Rented Sector Strategy, led the legislation to regulate letting agents, and the new private residential tenancy.
He has worked in a range of posts across Government, including in Strategy and Performance, Justice, and Education; and started his working life as a researcher at Ipsos Mori. He is a father of 3 young children, originally from Edinburgh he now lives with his family in Dunbar
Director, Shareholder & Co-Founder
Russell is Co-Founder, Shareholder and a member of the Board of Directors at Assael. Alongside his 30 years of experience as an Architect, he has gained 12 years of experience in urban design and has a strong passion for creating a sense of place, with historical and cultural connections in all of his work. He received a Civic Trust award for his contributions to the built environment on a completed project in Christchurch, Dorset, and his work at Assael has also led to a number of design awards including being the Director responsible for the practice’s winning design for the Leeds Waterside International Architectural Competition organised by the RIBA.
Russell has also led the design and implementation of a number of completed developments in London and has spearheaded the practice’s skills in the design of professionally managed Build to Rent residential schemes in the Private Rented Sector. This has involved analysis and research with institutions and investors in the United States and developing design guides for investment schemes in the emerging UK sector. Following years of research, Assael have successfully received planning consent and are now on site for two Build to Rent schemes in the Royal Borough of Kensington and Chelsea and an award-winning project in the Royal Borough of Greenwich. More recently, Assael, led by Russell, has submitted a Build to Rent design to the London Borough of Newham for Pontoon Dock on land owned by the GLA and another in Walthamstow for Legal & General. These projects are all purpose-designed for the Private Rented Sector.
